Director of A&E

Additionally, experience with general electrical and grounding design typically associated with EV and telecommunication structures/buildings/small commercial applications is desired. 

The Director – A&E coordinates and supervises the life cycle of all department projects from inception through completion, including all aspects of design, project management, and client management. This position will oversee a team of design engineers and/or CAD designers and will be asked to assist in department growth through hiring/talent acquisition. This position is further responsible for coordinating with management to develop technical and operational approaches for the efficient completion of project and department tasks (including CAD standards and templates), implementing these procedures, and ensuring all associated project and department production goals (schedule and quality) are realized.  

Acting independently with little supervision, the selected individual will be expected to apply strong analytical, design, program management, and client collaboration skills to complete turn-key services focused primarily in the telecommunications market. Safety Manager

The Safety Manager is responsible for developing, implementing, auditing, and enforcing the company’s Health and Safety programs, policies, and procedures in accordance with federal, state, local, and client requirements. This position drives field engagement, subcontractor compliance, incident prevention, and continuous improvement to promote a safety-first culture

The position is responsible for coordinating with executive and department leadership to ensure all associated goals are realized. Anticipated tasks include but are not limited to:

  • Safety Program Leadership: Maintain and improve the Health and Safety Manual, Standard Operating Procedures, Job Hazard Analysis, Risk Registers, and Site-Specific Safety Plans.
  • Maintain policy and procedural regulatory compliance and adherence to OSHA, ANSI/ASSP Z359 Fall Protection, NATE Best Practices, FCC RF, NESC, NFPA 70E, MUTCD traffic control, DOT/FMCSA, confined space, hot work, lock out/tag out.
  • Tower Safety: Fall protection, rigging/hoisting plans, rescue plans & drills, RF exposure controls, climbing authorizations, gin pole/capstan winch controls, aerial & ground inspections, hot work, weather & lightning protocols, material handling, and subcontractor oversight.
  • Fiber/Civil Construction: Trenching & excavation, utility location, shoring, traffic control plans, ROW/rail permits, HDD safety, work zone setup, material handling, and subcontractor oversight.
  • Subcontractor Management: Prequalification & annual reviews, contract safety exhibits, site-specific safety plan review/approval, kickoff orientations, field audits, performance scoring, corrective actions.
  • Training: Coordinate and track tower rescue, fall protection, RF awareness, first aid/CPR/AED, forklift/aerial lift, rigging/signalperson, trenching, hazard communication, lock out/tag out, and driver safety training and compliance.
  • Field Audits: Conduct/record site safety inspections; verify PPE, equipment inspections, permits, and daily JHAs; issue corrective action plans and stop-work when needed.
  • Incident management: Triage, notifications, root cause analysis (TapRooT/5-Why), corrective/preventive actions/lessons learned, OSHA reporting/recordkeeping.
  • Equipment/PPE: Specify, issue, track, and inspect fall protection, rescue kits, RF monitors, gas monitors, ladders, lifts, and rigging gear.
  • Client/agency interface: Attend preconstruction (as needed), safety walks, audits; respond to RFP safety sections; support permits and regulatory interactions.
  • Metrics and reporting: Maintain OSHA logs, leading/lagging indicators, reporting to leadership monthly; drive goals and action plans including identifying trends, mitigating risk, and driving continuous improvement. Leverage near-miss data to strengthen the company’s safety program, enhance employee engagement, and foster a proactive safety culture thru continuous evaluation, employee engagement, and ongoing improvement.
  • Emergency Preparedness: Site ERP development, drill coordination, severe weather/heat stress plans, medical response coordination.
  • Quality Integration: Align safety with operations (engineering, inspections, and construction).
  • Administer and execute the company Safety Dollars recognition program, ensuring consistent implementation and employee engagement.
  • Fleet and Driver Safety: MVRs, vehicle inspections, DOT files (if applicable), distracted driving, and journey management.
  • Culture: Lead by example, recognition programs, supervisor mentoring, and coaching.

Lead Engineer – Civil

The selected individual will be responsible for leading various civil-site engineering and site planning tasks, including but not limited to jurisdictional zoning code research and interpretation, spatial infrastructure layout, grading plans, roadway plan and profile, utility layout and coordination, and erosion control typically associated with telecommunication, renewable energy, and small commercial (data center, fiber huts, etc.) site development plans.   • Completing spatial layout of telecommunication, renewable energy, and small commercial facilities based on governing municipality zoning requirements.
  • Completing and optimizing design of facilities from an earthwork, drainage, spatial, construction feasibility, and cost-efficiency perspective.
  • Performing design tasks including roadway plan / profile, grading, erosion control, and permitting.
  • Coordinating with client representatives, governing agency personnel, and other project stakeholders to determine various design and permitting requirements.

Tower Infrastructure Inspector

Delta Oaks Group is seeking individuals to perform tower and foundation inspection services in the telecommunication vertical. These services include but are not limited to various tower structural, maintenance, construction and foundation inspections. Career and/or educational experience associated with gathering telecommunication structure field data and the inspection methodology required to obtain such data is a plus.

This position is responsible for gathering structural field data for telecommunication structures under the direction of the Compliance Manager and Director. The selected individual(s) will be required to perform inspections as a part of a two-person crew with little supervision. Anticipated tasks include but are not limited to:

      • Ascending telecommunication structures (typically ranging from 10 feet to in-excess of 300 feet of height) to perform structural mappings, maintenance inspections and construction inspections
      • Performing foundation investigations for buried concrete elements to include non-destructive testing, physical probing, hand augering and hand excavation
      • Successfully complete and maintain the required training and certifications to adhere to all government, industry and company standards; including all applicable safety requirements
      • Developing a working knowledge and thorough familiarity with codes and standards relating to telecommunication structures, including TIA/EIA-222 requirements
      • Adhere to all government, industry and safety standards and procedures
      • Ability to work in two-person teams independently with limited supervision

Construction Foreman

The individual will be responsible for directing the field execution of construction projects and managing a crew of field personnel for the Construction and Maintenance Department in the telecommunications vertical. Fiber Senior Construction Manager

The Senior Construction Manager – Fiber is responsible for leading construction execution from preconstruction and mobilization through installation, fiber placement, splicing/testing, restoration, closeout, and client acceptance. This position is intended for an experienced construction operator—not a reporting-only manager.     • Sr. Construction Manager Responsibilities
      ▪  Overall Project & Field Construction Management: Own the build plan, crew sequencing, look-ahead planning, productivity targets, constructability/readiness reviews, and field execution across underground, aerial, HDD, trenching, plowing, conduit/duct, vault/handhole, specialty crossing, and restoration activities while validating actual progress and installed quantities in the field.

      ▪ Subcontractor & Field Resource Management:       Manage capacity, resource loading, sequencing, specialty-service alignment, field expediting, and performance of construction subcontractors, inspectors, locating, surveying, restoration, splicing, and testing resources, including review of installed quantities, documentation, closeout packages, and invoices for operational accuracy.

      ▪ Fiber Placement, Splicing, Testing & Turn-Up:       Oversee fiber placement and manage splicing/testing execution with working knowledge of reel planning, pulling/blowing, aerial placement, splice plans and matrices, closures, fiber assignments, troubleshooting, OTDR and optical testing, attenuation/loss acceptance, field redlines, and final turnover for long-haul, hyperscale, ISP, and FTTH/FTTx networks.

      ▪  Quality, Safety & Compliance:       Establish and enforce QA/QC, inspection, testing, acceptance, punch-list, and progressive-closeout requirements while partnering with DOG Safety resources to enforce project safety plans, JHAs, PPE, traffic-control/ROW safety, excavation, utility-location, and subcontractor compliance requirements.

Geotechnical Project Manager

Delta Oaks Group is seeking an individual to support our Geotechnical Department on projects in the telecommunications and commercial sectors. Candidates will be assisting with multiple day-to-day operations of specific engineering projects related to our geotechnical engineering team, including project set up, scheduling and coordinating with drilling subcontractors, and tracking/maintaining subcontractor data. Career and/or educational experience should establish a familiarity of pre-requisite data requirements regarding project management aspects of geotechnical and/or construction materials testing (CMT) methodology to obtain such data.

The Project Manager will assist department management and engineers with the day-to-day aspects of geotechnical department operations. This position is responsible for project setups, technical data compilation, and managing all aspects of the subcontractor supply chain. Tasks include but are not limited to the following:

    • Project Setup and maintenance of project trackers.
    • Prepare driller quote request and notice to proceed documents.
    • Schedule and manage all subcontractor drilling assignments including, but not limited to, ensuring drillers have accurate assignment sheets, boring location plans, and accurate maps / directions to the project.
    • Follow-up with drillers to obtain drill dates based on project timelines and client requirements.
    • Coordinate with landowners for awarded projects to make access arrangements for proposed drill dates.
    • Verification of underground utilities clearance and occasional coordination of private utility clearance.
    • Prepare and assist engineers with boring logs and boring layouts.
    • Assist engineers in the preparation of geotechnical reports to ensure all necessary data is obtained.
    • Coordinate with drillers on shipping soil and rock samples to the laboratories.
    • Maintain and manage vendor files to ensure all vendor information, insurances, and documents are up-to-date and executed appropriately.

A&E Project Designer

Delta Oaks Group is seeking an individual to produce A&E / Civil site design plans in the telecom and renewable energy sectors. Typical responsibilities include but are not limited to jurisdictional design code interpretation, site planning and design tasks, CAD design and production, and client and project stakeholder communication. This position will require a minimum of one year (1) year of experience (or internships) in the A&E telecommunications, renewable energy, or similar field.

The selected individual will be expected to lead projects from commencement to completion, including the ability to:

  • Demonstrate technical knowledge of basic site-layout, civil, electrical, grounding, and structural aspects of telecommunications and/or renewable energy facilities
  • Develop detailed design drawings and specifications for telecommunications/renewable energy projects using computer-assisted drafting (AutoCAD) equipment
  • Research codes and create construction drawings that adhere to various construction, permitting, and zoning regulations for widely varying geographic locations

Civil Engineer III

Delta Oaks Group is seeking an individual to support leading various civil-site engineering and site planning tasks, including but not limited to jurisdictional zoning code research and interpretation, spatial infrastructure layout, grading plans, roadway plan and profile, utility layout and coordination, and erosion control typically associated with telecommunication, renewable energy, and small commercial (data center, fiber huts, etc.) site development plans.     • Completing spatial layout of telecommunication, renewable energy, and small commercial facilities based on governing municipality zoning requirements
    • Completing and optimizing design of facilities from an earthwork, drainage, spatial, construction feasibility, and cost-efficiency perspective
    • Performing design tasks including roadway plan / profile, grading, erosion control, and permitting
    • Coordinating with client representatives, governing agency personnel, and other project stakeholders to determine various design and permitting requirements

Delta Oaks Group is seeking a Permitting Specialist to support wireless telecommunications projects, including new tower development, tower replacements, and associated site improvements. This role focuses on jurisdictional research, zoning and permitting strategy, application preparation, submittals, tracking, and coordination with local and state agencies across multiple jurisdictions.

The ideal candidate will possess a strong understanding of zoning, land-use, and permitting workflows for wireless telecommunications facilities, with the ability to quickly identify jurisdictional requirements, develop permitting strategies, compile complete application packages, and manage multiple projects through approval.

  • Conduct jurisdictional research to determine applicable zoning, land-use, and permitting requirements for new towers, tower replacements, compound expansions, and other associated wireless telecommunications facilities.
  • Identify applicable zoning districts, permitted and conditional uses, tower height limitations, setbacks, fall-zone requirements, separation requirements, design standards, concealment requirements, landscaping, fencing, access, parking, and other applicable development standards.
  • Determine required zoning and land-use approval processes, including administrative approvals, zoning permits, conditional use permits, special use permits, variances, site plan approvals, development plan approvals, building permit approvals, and other applicable entitlements.
  • Research application requirements, submittal deadlines, filing fees, public notice requirements, neighborhood meetings, public hearings, review timelines, and approval processes.
  • Develop permitting strategies and identify sequencing, dependencies, potential schedule impacts, and jurisdictional risks.
  • Prepare, compile, and submit zoning, land-use, building, and related permit applications and supporting documentation.
  • Coordinate supporting application materials including site plans, zoning drawings, surveys, construction drawings, structural documentation, RF documentation, photo simulations, visual analyses, fall-zone letters, owner authorization documents, FAA/FCC documentation, environmental documentation, and other required exhibits.
  • Coordinate and communicate with Authorities Having Jurisdiction (AHJs) and stakeholders including Planning/Zoning, Building, Engineering, Public Works, Fire, Floodplain, Transportation, and other applicable departments or agencies.
  • Manage jurisdictional reviews by logging comments, coordinating responses with engineering and project teams, completing resubmittals, and tracking projects through final approval.
  • Review zoning and permit approvals for conditions of approval, expiration dates, inspection requirements, and other post-approval obligations.
  • Track all permitting activity in project management systems and trackers, including application status, submittal dates, jurisdictional comments, resubmittals, hearings, approvals, permit conditions, expiration dates, and renewal requirements.
  • Maintain organized project files and ensure all applications and supporting documentation are complete, accurate, consistent, and client-ready through QA/QC prior to submittal.
  • Provide clear reporting to project managers and clients regarding permitting status, jurisdictional requirements, potential risks, schedule impacts, and recommended paths forward.
  • Coordinate with internal Site Acquisition, Engineering, Environmental, and Project Management teams to ensure permitting requirements are incorporated into project design and development.
